En algún momento en el futuro, el terrorismo en Japón se ha convertido en algo común, y la policía se ha vuelto casi tan brutal como los criminales. Un miembro de la Fuerza Especial de Seguridad conocida como Angel, es el mejor de los mejores, no se detiene ante nada en su lucha por la justicia.
Las cosas se ponen interesantes para Angel y su pareja, Raiden, cuando comienzan a investigar una serie de asesinatos en los que las víctimas eran delincuentes conocidos, asesinados de maneras muy desagradables.
