舞台は横須賀市。生徒の校内暴力や非行が絶えない神奈川県立美崎高等学校。非行を繰り返す問題児ばかりで、その問題に頭を抱えていた同校校長で、定年を間近に控えた小田桐寛治は、事故の後遺症で音楽の世界から遠ざかっていた元プロサックス奏者の樋熊迎一を非常勤教師として招いた。樋熊は、弱小で無名の吹奏楽部の再建を決意し、部員や教師、部員の家族も樋熊の熱意に感動する。そして、「音楽の甲子園」を目指し、無名高校の吹奏楽部を日本一にするための闘いが始まる。
