京都であって、京都ではない、鏡都へ、黒い兔を捜し求め、時空の狭間から落ちてきた少女・コト。彼女の前には、液晶の追っ手や妖怪たちが立ちふさがるが、巨大化するアラタマでなぎ払い、式神の阿・吽とともに都を毎日のようにお祭り騒ぎにしてしまう。都を統べる三人議会のひとり、明恵の元に居候するコトたちは、騒ぎの後には決まって明恵に叱りつけられるが、そんな毎日を存分に楽しんでいた。一方、両親との再会を願い続ける三人議会の残りのふたり、巨大ロボ・ビシャマルをはじめとする科学の力を駆使する鞍馬と、妖怪たちの女王として君臨する八瀬は、鏡都のまちで“みやこ様”として祀られ、彼らの母親でもある古都さまを、コトの身を依り代とすることで呼び戻そうと計画していた…。
