北海道☆（ホシ）テレビ（HHTV）に『バカ枠』で採用された雪丸花子は、報道部に配属された初日、ハプニングでいきなり大雨中継を任される。散々な結果に終わったが、視聴率はその日のトップを飾る。その後も雪丸は騒動を起こし、周辺の人々はそれに巻き込まれる。
