2009年11月1日、警視庁刑事部捜査一課内に「コールド・ケース」と呼ばれる時効直前の未解決事件を検証し直す専従捜査部署特命捜査対策室が実際に新設された。 Season1では、その「特命捜査対策室」を舞台に、未解決事件を紐解いていくストーリーである。 Season2では、巧妙化する特殊犯罪を扱い、秘匿のうちに表面化しない事件を捜査する「特殊犯罪捜査対策室」に舞台を移している。 Season3では、表向きは資料課分室で、裏ではキャリア捜査官の東堂定春が指揮を執り、AI"ミハンシステム"を活用し、これから起こりうる犯罪を未然に阻止する「未然犯罪捜査班」に舞台を移している。また、桜木、山内以外の役者が一新となったが、「Season2」までに出演した役者が新シリーズでも同じ役柄でゲスト出演する。
