В результате отмены Доктрины Паро в 2013 году более 100 опасных преступников были освобождены из под стражи. Но, их деньки на свободе были не столь продолжительны. Неизвестный убивает освободившихся одного за другим, каждый день оставляя новую жертву. За расследование берется инспектор полиции Изабель Мора, которой предстоит несмотря ни на что поймать и остановить преступника, даже несмотря на то, что он убивает только опасных бандитов, которые вряд ли встали на путь исправления.
