《盐枭》根据倪匡小说改编，顾名思义是讲述中国盐帮的故事，故事背景是民国，因为中国地方大，有些地方深处内陆，没有盐的出产，而盐却是人类生存不可或缺的，所以在那些地区，盐便比黄金更珍贵，于是便出现了一些有势力的人，垄断了私盐的生意，是为盐帮。《盐枭》的故事当然是在盐帮内发生，当时的军国政府为了安抚盐帮，为免争斗，有“双龙争珠令”之设，号令天下盐帮，故事就由此发生。主角人物有素来打得的黄元申、张雷和李琳琳，他们之间除了因盐帮大权的争夺外，更加插上一段三角恋爱，使得整个故事更加多姿多彩。《盐枭》是第一部成功的中篇剧，它之所以成功，固然因为编导演皆有本事，而另外一个原因，就是它以民国为背景，打斗方面是“李小龙式”的，对看腻了古装武侠剧的观众而言，是一项新鲜的刺激，便自然而然对之产生了兴趣。
