45岁的公司职员小田岛胜被人杀害，尸体上被凶手标上了数字07，这成为当月发生的第三起连环杀人案，由于案件一直无法侦破所以附近的居民一直处于恐慌之中。巡查部长樱华子（泉品子饰）是搜查一课里是名资深的女警，连续三年在警局里破案第一，在连续逼疯了数名搭档后，搜查一课科长给她安排了一位新搭档——仅以射击为一技之长，满腔热血的仁义派新人女警畑山来实（仲间由纪惠饰）。 外表、年龄、性格截然不同的两人，既针锋相对又取长补短，共同侦破了一个又一个案件
