随着机器人技术的飞速发展，通用人型作业机器人"LABOR"得到推广，无论在军事还是民生等各个领域均有着广泛应用。特别是在东京湾周边，为了国家项目"巴比伦计划"的建设，日本国内半数以上的LABOR都集中在这里作业。 所谓"巴比伦计划"，是为了应对全球变暖引起的海平面上升，而在东京湾的川崎和木更津之间修筑的大堤防，所用建材来自1995年东京南冲大地震后留下的大量碎石瓦砾，填充堤防兼可解决首都圈范围土地不足的问题，实可谓一石三鸟的最佳计划。然而与之相对的是，LABOR事故层出不穷，而利用LABOR实施的犯罪也日渐增多，成为令全社会头疼的问题。 为了应对典型的LABOR犯罪，警视厅向警备部的特机部队内导入了LABOR机器人，并据此成立了特车二课巡逻警用机器人（Patrol-LABOR）中队，俗称"机动警察（Patlabor）"的特殊部队就此诞生。 时光飞逝，2013年的今天，由于经济长期低靡，"巴比伦计划"告一段落，大量LABOR及其操作人员的劳务费因无法按时支取而星散四布。受此影响，特车二课第一小队宣布解散，第二小队顶着曾经光鲜的招牌，勉强支撑，存留下来。孔武潇洒的98式INGRAM，见证了特车二课第一代的荣光、第二代的无个性以及第三代的无能慵懒。时至今日，98式INGRAM的存留问题也提上日程。整天百无聊赖待命的第三代特车二课的战士们，突然接到久违的出动请求，他们能否再创前辈的辉煌？
