舞台は武蔵野に位置する東京都三鷹市。冴えないが気持ちの優しい高校生弄内洋太は同級生の美少女早川もえみに密かな恋心を抱いていた。しかし彼女は洋太の親友新舞貴志に憧れ、洋太の恋の行方は雨模様。そんな彼の前にあらわれた不思議なビデオショップ GOKURAKU は、ビデオガール天野あいとの出会いをもたらした。あいと洋太は互いに心惹かれるようになるも、ビデオガールには恋愛禁止の掟が課されており、2人の仲は一度引き裂かれる。その後、洋太は後輩の仁崎伸子と付き合うが、あいやもえみへの想いに悩まされる。
