英国の諜報部員である主人公はある日、上司に辞表を叩きつけ、辞職する。そのまま自宅に帰り、旅立とうと自宅で荷造りをするが、何者かの手によって催眠ガスで眠らされる。眼を覚ました主人公は「村」と呼ばれる国籍不明・所在不明の場所にいることを知る。「村」にはあらゆる固有名詞が存在せず、住民はすべてナンバーで呼ばれていた。主人公もまた「No.6」と呼ばれ、「No.2」と呼ばれる「村」のリーダーから「辞職の理由」と「知っている情報」をたずねられるが、彼は頑なに回答を拒否する。「No.2」はさまざまな手段を用いて情報を聞き出そうとするが、「No.6」はそれを退け、チャンスがあれば「村」からの脱走を試みる。果たして「村」とは一体何なのか？そして「No.1」は誰なのか？個人の自由を求めた「No.6」の闘いがはじまる。
