Der Polizeibeamte Tom Noack kehrt nach Norskov zurück, um in seiner Heimatstadt aufzuräumen. Er will vor Ort endlich das große Drogenproblem aus der Welt schaffen, gerät aber schon bald selbst zwischen die Fronten.
